We are looking for OS and fortran complier deition for HPC. The purpose is to allow multi-users torun multi-jobs. which OS and fortran edition are recommended? thanks

It looks as if the OS is already specified. I'd therefore recommend Intel Visual Fortran Professional Edition for Windows, version 10.1. You probably want a 5-user floating license, with this number adjusted depending on how many users there will be.
