Trace Analyzer update 4 install hangs

1. Open Intel SW Manager

2. Under "Downloads" Click on Intel(R) Trace Analyzer and Collector 2019 Update 4 for Windows.

3. Observe download and compressed file extraction

4. Dialog window opens, titled Intel(R) Trace Analyzer and Collector 2019 Update 4 for Windows

5. No options (Back, Next, Select Recommended, Clear all, click boxes) are active: no response from clicking any of them.

6. I can read the EULA.

7. Only active button: Cancel.  Which I do.

I'd be happy if the install worked.  Or if it told me why it isn't working.  Or, frankly, if it would not install, but would stop bugging me with a reminder in the Intel SW Manager.   Even better: to understand why the install is hanging.

also screenshot demonstrating the problem will be highly appreciated
