Intel DQ45CB USB ports shut off at boot

I have a few DQ45CB boards that, after the automatic install of the drivers from the Intel cd, will shut off the USB ports. The keyboard and mouse will not work, and what tipped me off is the fact that the optical mouse wouldn't even light up. The keyboard does work in BIOS however, but as soon as winxp starts up all USB ports go dead. This is not the first time this has happened, and I have seen it in Vista and XP.

Does it have something to do with a bad driver that may be on the cd?

Has anyone else seen this issue?
