Motherboard Intel D865PERL does not boot

I have been using a PC with the D865PERL and P4 for a couple of years. Recently, the screen was frozen and keyboard/mouse non-reacting.

After pressing reset, or switching off and on again, no boot, screen remained black, no POST beeps, but system has power. A strange detail:

After switching on the PSU, power is immediately restored to mb, fans and disks, without waiting for the switch on the mb to be pressed.

Opening the PC revealed the CPU fan to be dead (not rotating). Replacing it does not resolve the problem. Could CPU and/or mb have died /been damaged from overheating? I was believing that there was sufficient protection against this.

No change of hardware or configuration has occurred recently, but the machine has been heavily used.
