Unable to write keys to USB

For a few months I have been trying to get Enterprise mode configured on a lab test Enterprise network using SCS and System Center Essentials. My preferred method for provisioning machines is one-touch. Everytime I try to write keys that have been generated to a USB, my Server 2003 machine, that is supposedly configured correctly according to all documents I have found, does not find the USB drive plugged into the machine. I believe the USB is configured as Fat16. Any ideas why?
