how do i make my monitor fullscreen ?

Can anyone help with this ; I have my laptop connected to my lcd tv by hdmi cable. The picture fills my laptop ,but on the tv the same picture has a black border all around it ( does not fill the screen ) . I am using windows 8.1. There are a number of settings on the laptop ,but I have tried them without success. Is there any way that I can fullscreen the tv ?
