Intel MediaSDK low power issue

recently I found that Intel MediaSDK always produces progressive frame no matter picstruct set to progressive or not when turn on low power,

Is this an issue or low power just cannot produce interlace frames? any reply will be highly appreciated, thx alot

LowPower encode on SKL doesn't support interlace and B frames.
