[libmfxhw32] Crash/Hang on MFXVideoENCODE_Init

Hi,

I've faced with the issue on the simple tool. Call of MFXVideoENCODE_Init sometimes lead to crash, sometimes to hang state. Application uses x86 version of lib - libmfxhw32.dll. I've attached msdk tracer log and screenshot of crashdump. It seems issue happens in the igfxcmrt32.

Sorry for the delay. We tried replicating the issue from our side and were unable to do so. Can you let us know the following details so that we can assist you better:

1. We are unable to compile the msdk.cpp file as we are getting errors. Can you let us know the exact steps that you followed that lead you to this issue?

2. Intel MediaSDK version

The screenshot of the errors is attached. We are not exactly sure about the steps you followed that led to this issue.

We tried compiling the code using icpx on Intel MediaSDK 1.28 in an Intel(R) Core(TM) i7-8665U system. Can you let us know the exact steps that you followed that lead you to this issue?

Issues in sample code, please try this. Steps to reproduce - just build and run 32-bit version on system, described before.

We tried compiling the newly provided sample reproducer code ConsoleApplication1.cpp and are still getting a lot of errors. (Refer screenshot)
