The fixed function video acceleration hardware often called QuickSync can be accessed via INDE or Media Server Studio. INDE is intended for client application development via Windows and Android. Media Server Studio is for server application development on Windows Server or CentOS7/SLES12. Example code can be found here. The "samples" are longer and demonstrate a wider range of functionality. The "tutorials" are shorter/clearer starting points.
