How do I switch from GPU decoding to SW when the GPU is fully utilized?

I'm using Intel Media SDK to utilize hardware acceleration for video decoding of multiple streams. How do I switch from GPU decoding to SW when the GPU is fully utilized? For example, I'm decoding and VPPing frames using hardware acceleration. At some point I decode too much streams simultaneously and the GPU is fully utilized. Now the next logical step is to start utilizing the CPU for decoding and VPPing. Is there some mechanism that can do it for me? If none, how do I monitor the GPU to switch from GPU to CPU?
