I want to set QinQp and MaxQp on H.264 constant bite rate encoder.

How to do it?

Did you have a chance to look at our user manual for Media SDK? This document has the information you are looking for - https://software.intel.com/sites/default/files/managed/2f/3f/mediasdk-man.pdf (p88, 89). Hope this helps. If you have more questions, please give us more details on your setup and system config.
