Rate Control for HEVC Encoder

I'm curious about the HEVC Encoder in the 2017R2 community edition of the Media Server Studio for Linux. I looked in the manual, and it is written that the HEVC encoder only supports CQP rate control. I'm wondering if this is true, or if actual bitrate control has been implemented for HEVC? If it is not implemented, is there any estimate of when it will be available?
