Why do we need chipset in Quick Sync?

For Quick Assist and Quick Sync, we need seperate chipsets it seems.

Why do we need chipsets acually? What are they going to do in it?

For Quick Sync, we need seperate graphic card. Why so? Why it is not need in Intel Quick Assist?

Is the program going to run in chipsets?

How many cores will it have?

How the process would be in actual?

What is the work of chipset and graphic card here?

How Intel Quick Sync and Intel Quick Assist works? How will in work?
