Is the encoding of interlaced buffers supported with the intel media sdk (h264+mp4 container)?

Yes, Media SDK h264 can do interlaced encode.  

However, Media SDK only works with video elementary streams.  Muxing video packets to a container must be handled by a different library/framework.
