Thank you for posting on the Intel® communities. I realize how complicated it is to you, to have a better view of this behavior I would like to confirm the following:
1. What is the operating system installed as well as the version and build?
2. What is the brand and model name of your motherboard?
3. Was the tool working before? Is this issue recent?
4. Do you have an antivirus enabled?
5. Do you get any error from the tool?
6. Is the Resizable BAR enabled?
