Unfortunately, I encountered such a problem as low performance and the reason for this was the low processor frequency (14 cores and 20 threads). When powered by battery, then 390 MHz, and when from the network, then 436 MHz.
Rebooting did not solve the problem, and the diagnostics did not find anything. Restoring the system to factory settings via cloud storage initially solved the problem, so it seemed. But after a night in the off state, when turned on, the problem returned again and so far no change.

Finally found the reason of CPU low frequency. Looks like this is a failsafe mode in case there is something wrong with the CPU cooling fan. Today after having started the diagnostic procedure for cooling fans again and noted that GPU fan speed reached max 7200 rpm while CPU fan - only 3000 rpm and thereby the problem with the fan has been reported. However, this diagnostic test was passed before few times without any problem detected. May be this info will be usefull for somebody.
On Monday I will contact service center and will see what they advise.
