14700k overheating and throttles

Hello, i have a 14700k but i can't get the temperatures in control, i have a cooler AIO Arctic freezer III 360 and in cinebench r23 the voltages spikes to 1,513v - 1.533v and core 7 it throttles after 1-2 minutes. I sent it to rma and they said that is ok to spike at 1.533v and they didn't replace it. I tried to undervolt -0.0500v but it still throttles after 5 minutes. The thermal paste i applied several times but to no avail. Intel diagnostic tool it passes, and the strange thing when i received the processor it had SP Score 70 and after i received from RMA the score has lowered to 67.

I understand that you're seeing voltage spikes with your i7-14700K CPU. I would like to get more information to effectively assist you with this concern. Please see below.

1. When you say that you sent it for RMA and it came back okay, did you contact the Place of Purchase about this?

2. Does the CPU throttle under normal usage conditions, or is it only during intensive tasks?

3. What is the full model of your motherboard and its BIOS version?

Additionally, to have a better understanding of your system configuration and components please generate System Support Utility (SSU) report. Please follow instructions here and send the report - How to get the Intel® System Support Utility Logs on Windows*

1 Yes, i contacted my retailer and they said that they can't help me if the service says that the processor is fine

2. Well in gaming for example it spikes high to 90 degrees celsiuis, if i compile something it throttles sometimes and even if i open for example a google chrome my processor spikes to 65 - 70 degrees celsius and the fan goes at full speed for 3-4 seconds.

In intentsive task it throttles fast.

3. Asus Rog Strix Z790-F Gaming Wifi II and i am on the latest bios version 2001 with the latest microcode 0x12F

Even if i am doing nothing on my pc the voltages spikes up to 1.5v.
