2nd i7-14700K - How do I get a refund?

I had to RMA my first i7-14700K as it was affected by the voltage issues. I don't quite understand why they would send me another i7-14700k processor when it has the exact same issues but that is what happened. Now this one is having the same problems as well. How do I get an actual refund? I don't want to replace this with another proc that will just have the same issues. Please help.
