I have a similar problem as in this post. I was playing Baldur's Gate 3 when my monitor went black in a cutscene and my pc started buzzing pretty loud. I felt with my hand that it was hotter. I couldn't do anything, so I force shut down my computer with the power button. My main problem is, that if I load in almost any game now, in lower requirement games like league of legends I get 4-5 fps (was above 200 constantly before) and the CPU is at a constant 100% in the task manager. I reapplied thermal paste, as it seemed to have evaporated (I haven't checked for a long time before), but the results are still the same. I didn't experiment much, as I didn't want to damage my pc. I did the SSU you suggested in the thread above.

Try to install the latest  AMD graphics  driver for the Radeon RX 590 Series

Radeon™ RX 590 Drivers (amd.com)

Check whether any applications running in the background. Also, check scheduled tasks.

Uninstall  very rare applications or softwares.
