E7130N VS E7440 performance

Dear all, please kindly help to explain whether a new server with 2 X E7440 Quad Core would outperform 4 X E7130. If yes roughly how much percentage performance gained? And does intel have a guide or calculator on this?

The rest of the specs of the server would be the similar for both current and new.
