EDP Limit Throttling all the time, even on desktop

Hello, I have an i9-14900k and strangely the EDP Limit Throttling is being active 91% of the time.

This is causing my computer to crash and freeze constantly, making it almost impossible to use the computer.

I tried to let XTU optimize my settings, but every time I try to apply the settings changed by XTU, an error appears and I can't change anything.

Another problem I have is that while I have a low percentage of processor usage, it stays at a frequency of 4 - 5.8 GHZ, while when I open a game that theoretically would need more processor usage, the frequency drops to just 3 GHZ.

 

My settings are:
GPU: RTX 4090
CPU: i9-1490k
RAM: 58 Gb DDR4 3000mhz
PSU: Corsair 850W
