I7-4790 3.6ghz that is working at 22% According to UserBenchMark

I7-4790 3.6ghz that is working at 22% according to UseBenchmark. All drivers are up to date. I have 2 of the exacet same computers, the other is performing at 68% (which is acceptable). Any ideas on how to improve the 22% computer function?

After you make sure the bios is update, run the IPDT:
