Intel 13700K Stability Issues

Hi Lovely people of the internet.

I have never had any issues before regarding any of my PC builds until the last 9 months. The first few months My pc worked great. I am really disappointed in the fact I am having all these problems and all I want is a working PC. So my first issue is the file explorer crashes when I open lots of folders as shown here: "https://drive.google.com/file/d/1AFEysXDxuDnugeZm_mG9McCd5UaNYXyp/view?usp=sharing" the second problem is the search box that is located on the taskbar crashes at random when I use it. The third issue is the Task manager crashes when I click on different tabs at random. These problems all result with a error code of: Exception Code: c0000005. It's always this error code I receive when the above problems listed occur.

Additionally when I play games sometimes they crash at random, I sometimes at random get out of memory error when I play certain games. In regards to the error code I stated. I know this code is related to Ram so I bought 3 sets of new ram kits and the issue still remains. Thinking this is a motherboard issue I returned my gigabyte master motherboard and bought an asus motherboard. The same exact issues are present on the Asus board aswell, I tested the new board with all the new kits of ram. I also tested the ram 1 stick of ram at a time. I then replaced my NVME drive, My PSU, MY GPU from a 4070 to a 4080s. All my issues still remain and the only thing I have not replaced is the CPU.

I am now convinced my cpu is faulty since everything else has been replaced more then twice, and I have had these exact same problems for over 9 plus months with all my hardware replaced other than the CPU, any help in RMA?

My specs are 13700k, 4080s, 1tb 990/1tb 980/1tb 980 nvme drives, z790 asus Mobo, 64gb ram ddr5 5200mhzt corsair ram. Everything is updated BIOS, CHIPSET, DRIVERS all updated to the latest even the latest bios which contains intel stock settings.
