Hello Atacan,
Thank you for posting in Intel Communities.
To get a better insight into this issue, please download and run our Intel® System Support Utility and share the SSU log file (.txt), so we can further check and provide recommendation(s) for the fix. Kindly include the Intel® DTT driver version and check your system for remote or virtual desktop applications that may interfere with Intel® Application Optimization. These can be found in Device Manager under Display adapters.
We will wait for your reply.
Best regards,
Jeanette C.

Thanks for your help, I tried something last night and it worked, thanks again for your help.
The problem was: Virtual Desktop, but nothing was showing under Display adapters. I then turned off Windows Virtual Machine settings under 'Turn Windows features on or off' and APO worked fine.
İn your that article "Error: "Failed To Connect" While Opening Intel® Application Optimization" noting about windows Virtual Machine.

Hi Atacan,
Thank you for sharing this update with us. We're glad to hear that the issue has been resolved after disabling the Windows Virtual Machine settings under 'Turn Windows features on or off'. Please re-visit the article Error: "Failed To Connect" While Opening Intel® Application Optimization, as it did mention remote or virtual desktop applications that may also trigger the error message due to a known issue that will be addressed in the next release.
We highly appreciate your sharing where to turn off Windows Virtual Machine settings under 'Turn Windows features on or off' where the Intel® Application Optimization (Intel® APO) worked fine.
We will proceed in closing this thread. Should you need assistance in the future, please submit a new question as this thread will no longer be monitored.
Sincerely,
Jeanette C.
