I bought a Intel i5 10400 10th gen processor but it never reaches its max clock speed 4.3Ghz even in Intel XTU benchmarks. It always stuck at 3.98Ghz. My turbo boost is enabled, there is no power throttling issue, all cores are enabled, cpu max temperature is 56 degree, power option is set to High Performance, minimum and maximum power state is set to 100% in processor power management, I even updated my BIOS and Windows. But still my problem is not solved.

Your 10400 processor TDP is 65W..
Also, XTU is not compatible with non-K processors. Also, 10400 is a locked overclocked processor.
