Intel i5 12450h cant process 2.4ghz software

Client required i5 2.4ghz processor to run there software however the client said that not work with intel i5 12450h the processor cannot process is that true ?
Costumer requirements
Cpu Core i5 2.4ghz
Gpu intel hd 620 above
