Managing RAM timings in mobile processors?

Can I control the timings of the i5 10400h on my laptop as well as the i5 10400f on the h410 chipset?

If not, what is the reason?

Control what timings? Control how?

For DRAM, the system's BIOS will determine whether support for XMP profiles is provided and whether the entry of custom setting is supported. Knowing the processor doesn't tell us anything at all. Further, whether a individual processor can (or will) actually support a particular XMP profile can vary significantly (and the quality of the motherboard can play a significant role in this possibility).
