P 4 1.7 can it be overclocked

I have a dell optiplex gx 240 with a P 4 1.7 processor. As everything like norton updates it get slower and slower. I get warnings from norton 360 about the processor.

If that can't be done can I take the P4 2.4 out of an e-2000 and put it in the gx 240 motherboard?
