Problem turning on Desktop after installing Intel Active Monitor

I was asked to solve a problem with a computer having a Pentium 4 prescott 2.7 Ghz, when I installed the latest version of Intel Active Monitor to check some features and temperature, right after cliking on "Next" button the computer turned off, When I tried to turn it on again it didn´t boot, and the Power LED was yellow instead of Green, and starts making a LOT of noise ( I believe such a loud noise must come from the hard drive but im not sure). Any solution for this strange problem?

If your board's an Intel(R), I'd recommend referring to the following website and follow the suggestions there (those that are aplicable to the scenario you describe):
