RMA for a CPU but got the message: Intel Customer Support Service Request Management is unavailable.

I have a Intel Core i7-5960X Processor Extreme Edition cpu which requires RMA. After I filled out all the information needed for a New Service Request on the Intel Customer Support website, I got the following message:

"Intel Customer Support Service Request Management is unavailable. We are actively working to resolve the system issue. We apologize for any inconvenience this may cause and appreciate your patience."

I've been trying this for the past few days and got the same message at every try. What can I do to get a RMA ticket?
