When I start up PC my i5-9400F goes to 100% and it won't stop until I open task manager!

As you can see when I turn on pc, CPU goes to 100% and it won't stop not even after 10min. But when I open task manager then it goes at few % like usual. Biggest problem is if my cpu is working at 100% for a longer time then temp goes over 85 °C

Try to fix Windows installation with an in Place Upgrade. It is not very long process and all your data and installation will stay untouched. Start in Sep 6 using Media Creation Tool.
