my problem is that every time I go to play or do any activity the processor frequency drops to its base frequency and this also happens when I am doing heavy activities which takes away the performance of the integrated graphics and the total speed of the cpu is like the turbo boost was deactivated when I already have it activated.
Activate this again, change operating system, check temperatures and they are not the problem either since they are normal (65-75 degrees C), also use voltage programs that did not help much, also update the bios but did not make a difference.
change the operating system twice to the first time, it seems that it was already solved but it was only temporary, then the second change did not improve, but the problem remained.
I can retry it the way you tell me if anyone wants to help me please.

If throttling was occurring, you would be seeing frequencies far below the base frequency.
Now, how much (and for how long) the frequency goes above the base frequency is dependent upon a while bunch of factors, including - and especially - the number of cores active and the temperatures of these cores. These factors are configured by the BIOS and most desktop system BIOSs provide parameters for configuring these factors, while laptops may not.
Hope this helps,
