How to incorporate an audio library to an existing working voice effect program

Hi I have a working existing program(echo) attached which is a real time echo effect program using the de2 board. I want to incorporate some additional effects to the program. I also attached an audio library(bass24) file which I found on the internet. How do I incorporate the audio library into my existing program? I am not savvy at programming especially in c. The effect I want to add is a bass to the voice or anything as a matter of fact besides the already existing echo. Can someone please help?
