You probably need to contact Altera directly, as this is a user forum and licensing the ISA is not a common task.

Why do you need Nios ISA license? You want to design custom processor using Nios ISA?  

 

You can try to refer to the Nios II Processor Reference Guide at section 8, Instruction Set Reference:

I would need a license to design an educational, non-profit, Nios compatible CPU.

If not mistaken, you do not need ISA license if going for economy version. and.. usually industrial one always be ARM holdings.
