Ploblem Occurred Downloading ELF Process failed by QuratusⅡ v.13.1 with DE0 → Cause ?

:confused:Please Could you teach us some hints to make it work. It's a user with little experience. 

I use QuratusⅡ v.13.1 web with DE0(board name). I want to move sdram.;) In the basic Qsys setting ⇒ NiosⅡ　Eclipse ⇒　Run as ⇒　NiosⅡ　hardware, the design is stopped.
