SoCED - generating device tree - sopcmerge.py - is not present anywhere?

I am trying to completely reproduce Device Tree generation for linux-altera-3.7 kernel, using sopc2dts tool.

There is a Makefile in folder with boardinfo.xml, sopcinfo etc. Alongside with sopc2dts, the Makefile uses sopcmerge.py in SoCED.

Though I downloaded all the suits from 13.0sp1 and up and searched inside every of them, the script lacks!

Also SoCED 13.0(which probably contains the desired) is not available on dl.altera.com.

Maybe I can get the script from another source?
