about .rbf option

In the device option I select the .rbf option to generate a raw binary file,but after compile that, the .sof can't be download into the FPGA. the error info: 

 Error: CONF_DONE pin failed to go high in device 1 Error: Operation failed  my software version is : QII4.0+sp1. my board is 1s10 from altera.  who konws the reson? BTW: the .rbf is equivalent to .bin?  thank u!

I have such trouble when in Quartus in Select Device options wath selected incorrect device. Check your kit - some of them are with ES devices. 1s10ES for example. If you try to programm it with file generated for 1S10 device you got error. 

Check the options.

  if I program the .rbf into the Flash in 0x600000(user section), can the EPM drag the user image to FPGA correctly when Powe on?
