bsp-editor makefile error

When I run the make command on the makfile generated by the bsp-editor I get the error "tar: Error opening archive: Failed to open <blah blah blah>". I checked the location, the tar file exists and i was able to manually extract the file in it's location using the same tar command but for some reason the command fails when executed by the makefile.

Anybody have any idea?

Quartus Version: 18.1

SoC-EDS Version: 18.1

OS: Windows 10

Board: DE0-Atlas
