can't find byte stream device

HI : 

when I download nios xxx.elf,it is error ,because mismatch the system ID and system timestamp.but I am sure I do it ,and I download the xxx.sof through JTAG ,and view in the signtop ,it is sucessful. 

I compiler the software(Hello word) is sucessful ,but debug configtion is error , 

there is nothing in the "byte stream device",when I ignore system ID and system timestamp it is failed to download. 

the log : 

Connected system timestamp not found on target at expected base address. 

Connected system ID hash not found on target at expected base address. 

and so on ....... 

how can I do ? 

I creat new porject or creat new SOPC ,but it is the same.
