I saw a similar application in rocket board, but this is for Cyclone V, not for Arria 10 yet....

here is the example, or you need this for your own reference for Arria 10? Might ned ot do quite some manual migration too..

what are the potential effort needed to implement this in Arria 10?

i believe some effort required, starting from the hardware quartus migration, then you may need to migrate those driver setting from device tree from 14.0 to current 15.0, not sure if it may get caught in some incompatibility issues. infact the kernel provided is for 14.0 only.

As far as i tried to search around the web, i never seen any design example for ieee 1588 with hps emac... but if you are saying for tse, i saw having several versions. even come with 1588v2. Well if you are interested, you may start to do this completely from linux driver onward :D
