If I understand correctly (Google translator is not perfect), you are asking whether the act of turning your laptop on and off can (eventually) cause a processor to fail. My response is that, in normal circumstances, the application of proper power levels should not result in a processor failure. If an over-voltage situation or a surge in the power were to occur, however, it could very well result in damage to the processor - but it is more likely to cause damage to other components first. Damage to power supply components, battery and battery support/charging components and even other power handling components on the motherboard are more likely to occur before any damage to the processor could occur. If you have a laptop that will no longer work and this was the result of bad power being applied, it is far more likely that another component has failed, not the processor.
Hope this helps,
