13700K frequencies lower than expected

It seems that the IPDT results passed. There are just a few questions that I would like to ask you:

 

  1. Since you mentioned that your CPU temperature reached 100°C, have you checked other AIO or CPU coolers to see if they resolve the temperature issue?

I've not tried other coolers.

  1. Does the temperature reach 100°C when you are in the BIOS and idle, or only when the CPU is under load?

Under load.

  1. Have you tried re-applying new thermal paste?

I've not tried re-applying thermal paste.

Lastly, could you try using the Intel Extreme Tuning Utility (XTU) and run the Stress Test for 30 minutes? Please monitor the temperature and let me know if it reaches 100°C or not. You can download the XTU using this link.

When using the stress test in XTU the temperature does not reach 100C. Probably because it is on an undervolt now.

Max CPU package temp: 97C

Furthermore, I get current throttling messages in the stresstest. (Current/EDP Limit Throttling: Yes) for more than 36% of the time!

Edit: is it possible that XTU changes BIOS settings without telling me? I touched the undervolt setting of XTU last time (setting it from -0.140 to -0.125 and back) and ran the stress test after that.

Now, after a reboot and double checking that my AC LL is set to 80 in BIOS and now not touching the undervolt setting in XTU, I get much lower temps and no Current Throttling. It looks like some other setting was changed that caused higher temperatures and Current Throttling.

Based on the information you've provided, it seems that the temperature issues and throttling might have been related to undervolt settings in the Intel Extreme Tuning Utility (XTU). It’s possible that adjusting the undervolt may have inadvertently affected other settings, leading to higher temperatures and throttling. Since you’ve now reverted the undervolt settings and are seeing improved results, it’s a good sign that the issue might be linked to that adjustment. As for the throttling, it seems that the current settings are helping mitigate that, which is a positive outcome.

 

Regarding the 100°C temperature spike, it’s important to note that temperatures under load can rise, but consistently hitting 100°C could indicate that the cooling solution might need further attention. Even though the stress test didn’t show the same high temperatures after adjusting settings, I’d recommend reapplying thermal paste if temperatures are still on the higher side and ensuring your cooler is functioning optimally. But when choosing a thermal solution (Fan Heatsink) for your system, you will need to consider two factors: The socket (LGA) and the TDP (wattage). There could be other factors to consider, but as a baseline, you need to consider these two factors:

  1. Look up the socket (LGA) information for the Fan heatsink to make sure it is compatible with the processor's supported socket and the motherboard.
  2. Look up the Processor Base Power (previously known as TDP) on the processors' product page (ark.intel.com) and make sure that the Fan Heatsink TDP value (wattage) is equal to or higher than the Processor Base Power (previously known as TDP).

Additionally, XTU can change certain BIOS settings when you adjust undervolts or other parameters, so it’s always good to double-check the BIOS after any changes in XTU. If you’re still experiencing throttling or temperature issues despite these adjustments, I would recommend trying a different cooler or possibly reviewing your system’s airflow.
