13700kf Desperately Overheating

Recently I built a new PC, but the 13700kf in my system always reaches 99°c no matter what I do on it, and retains this temperature regardless of what the system is doing.

 

How can I go about fixing this issue?

Improper application of thermal paste

or inadequate cpu cooler

or poor case ventilation

or inadequate case input/output fans

or motherboard bios needs updating

or fan control needs adjusting

etc...

Different processor, same socket, same problem. I mean maybe it's a good CPU, but problem exist and it would be ok if Intel at least admit that they made the mistake or whoever engineered socket 1700. 

 For me I prefer slow, but steady, so I'm better stay on LGA 2066, but I'm not a gamer.
