15% CPU usage from Extreme Edition Processor!

Hi Intel support,

After buying intel's new i9-7980XE for $2k, I find out all my windows 10 programs run just at 15% CPU usage?

Office excel 15%

Adobe photoshop 15%

Adobe premiere 15%

7zip 15%

etc...

This is actual slower that my last computer which only have 8 core!

Im confused and now think my over priced CPU is NOT running as it should?

Is there anyway to use all these extra cores or maybe overclock the i9-7980XE from 2.60GHZ to around 4.4GHz?

I know this can be do with the ITBM Driver web quote:

"Turbo Boost 3.0 technology increases the boost clock speed to 4.4GHz"

When I find and run the ITBM program I get: "ITBM Driver Not Available Exiting application"?

If you could help me out I would be very grateful in this matter. Thanks, Stewart

PS Im using:

OS Windows 10 (updated version)

Asus prime x299-a lga 2066 atx intel motherboard

64GB DDR-4 RAM

Hello Stewart24,

Thank you for posting your inquiry; it will be more than a pleasure to assist you.

In this case, the fact that your Intel® Core™ i9-7980XE Extreme Edition Processor displays 15% of usage on heavy workload apps such as Adobe* Photoshop and Premiere is a very good sign.

The 15% usage does not refer to the processors capability of running the apps, but refers to the actual performance and resources consumed when the app is being utilized.

Depending on the app that you use, and the resources that it takes from your system, the processor's utilization will drop or increase.

As it increases, the system will be stressed and performance issues can be present, meaning that, the lower utilization, the better for you system.

Based on the screenshot that you added, we can tell that your machine is performing pretty well.

Please let us know, have you experienced any lag, Blue screens or performance issues lately?

Regarding our Intel® Turbo Boost Max Technology, it will basically identify the best performing core to provide increased single-threaded performance. However, this is a dynamic feature, meaning that it will not be utilized unless the system requires its utilization. As shared before, since your machine is performing pretty well, Turbo Boost has no necessity of kicking in.

If you use more apps that demand more core utilization, the system will use the Intel® Turbo Boost Max Technology in order to avoid stress on the unit, and to increase the performance and speed of the machine.

If you have issues installing our Intel® Turbo Boost Max Technology, please uninstall the previous version of the Intel ®Turbo Boost Max Technology 3.0 driver/application before installing the latest version of the Intel Turbo Boost Max Technology 3.0 driver/application found here:

When it comes about over-clocking your device, this can boost the performance of your machine; however it could reduce the life span of processor.

Altering clock frequency and/or voltage may reduce system stability, cause the processor and other system components to fail; cause reductions in system performance; cause additional heat or other damage; and affect system data integrity. Intel has not tested, and does not warranty, the operation of the processor beyond its specifications.

Even if we do not support this feature, your processor is unlocked, meaning that over-clocking is a possibility through our Intel® Extreme Tuning Utility (Intel® XTU) tool , which is a software for novice and experienced enthusiasts to over-clock, monitor, and stress a system.

Hello Stewart24,

Thank you for your response.

In this case, as shared before, your CPU is running under perfect conditions as it is only increasing to 15% of core utilization.

Apps like Excel will not consume lot resources, so it will not make any difference whether if it works at 5, 10 or 15%, or if you add it from ITBM®

If you want to confirm your CPU's health and performance, we strongly recommend you to go ahead and stress your unit through our Intel® Processor Diagnostic Tool.

The purpose of the Intel® Processor Diagnostic Tool is to verify the functionality of an Intel® Microprocessor. The diagnostic tool checks for brand identification, verifies the processor operating frequency, tests specific processor features, and performs a stress test on the processor.

You can download it here:

I hope this helps.

Hello Stewart24,

Thank you for your response.

Since overclocking is not supported due to the fact that it can cause system instability, I regret to inform you that I cannot provide you with the steps on how to do it.

However, there are Intel ® public guides that you can follow in order to overclock you machine, just keep in mind that altering clock frequency or voltage may damage or reduce the useful life of the processor and other system components, and may reduce system stability and performance. Product warranties may not apply if the processor is operated beyond its specifications.
