We understand your concern about the base frequency of your Intel® Core™ i5-8400 Processor, we will be more than happy to give you some information.
Please keep in mind that the performance is managed by the operating system, depending on the workload. The processor won’t be always at the base frequency or Max Turbo Frequency.
Our recommendation is to have your system up to date. Please go to select Start > Settings > Windows Update.
Another recommendation is to update the BIOS (for further assistance, please contact the system manufacturer).
Also, in order to have more information about your system, please download, install and run Intel® System Support Utility for Windows. Make sure you check “Everything” before you scan, then save the report and attach it to your response.
