I have an i5-4460 3.2 ghz. I was told that enabling "turbo boost" in the Bios of my motherboard will take it to 3.4ghz. If this is true why does it still say 3.2? i use Cpu-z or HW monitor or Speccy for checking the speed and they all say 3.2.

Turbo boost will not make your processor run at 3.4 constantly; it depends on the workload and operating environment. You can go here for more information for the Intel Turbo Boost Technology:
