Have I really got 20 CPUs compare to 8 CPUs in terms of better performance and power etc.?? or there is no difference?

Our application is java based multithreaded and was using 10 threads on previous CPU setup. After CPU uplift, we haven't seen any improvement with thread count 10, 15, 20, 25, 30 & 40- in all cases job is finishing in same time ..say 1 hr.
