It has been like this for a week and have tried the basic things, like "Verify games integrity" and even restarting the PC. The games are in Steam, Ubisoft, and Xbox app (most games were AAA rated). I've also had 2 unexpected shutdowns of my PC and when starting again some settings were changed: (1) background was changed to a default color and (2) the display settings changed.
I've ran already: DISM, /sfc, as well as Memory Scan Diag., and Windows Defender for malware. Nothing, it all seems fine. I've used CrystalDiskInfo and it says 100% health, and GPU-Z, temperatures were decent, so I don't think its hardware-related.

Motherboard: UEFI ASRock Z790-C
CPU: Intel Core i7-14700KF
GPU: NVIDIA GeForce RTX 4070 Ti Super
RAM: 32GB
SSD: 1.82GB
Display: ACPI

regarding to your issue, I was able to gather some troubleshooting steps you can try to resolve the issue.
Try this:
- Try to load the default BIOS setting in your system or update the BIOS. Refer to the motherboard manufacturer for support with BIOS updates.
- Update Windows*. Select Start > Settings > Windows Update.
- Check for overheating issues. Make sure the thermal solution is compatible and installed properly. Refer to troubleshooting overheating issues.
- Start the system in minimal configuration. Minimal configuration: motherboard, processor, power supply unit, and one DRAM module.
- Check the power supply to ensure it is suitable for your self-built system.
- Check for memory issues:
- Try to have a sufficient amount of memory in your build system.
- Try different memory sticks.
- Make sure the memory is seated well.
- Try another motherboard if possible.
- Run CPU stress test for Windows* and Linux*.
- For Windows use the Intel Processor Diagnostic Tool and run Burn-in Test.
- For Linux, look up available stress tests for Linux.
- Try to get a fresh image of the operating system.

- OEM driver: ASRock > Z790-C
- Generic driver: Intel® Wireless Wi-Fi Drivers for Windows® 10 and Windows 11*
