我的CPU为i7 4510U主频2.0 睿频3.1 以前开机温度最高80度频率就3.1占用率95-100左右。
现在只要开了大型软件（如鲁大师温度压力测试软件）从主频2.5 占用100在10秒内降到1.5 占用率50 温度只有69-75
现在连77都 上不去持续不了30s 而且现在是冬天 室外温度零下3度
已经在电源管理里面设置为高性能
windows10 14393 64位
组 0 中的处理器 0 的速度受系统固件的限制。自上一次报告以来，该处理器已经处于 这种低性能状态 71 秒

原来运行很多程序温度都能控制在80度左右，现在在72-76左右持续10秒左右就直接降频到1.1Ghz占用率50%显然不正常 温度也瞬间降了，最近是冬天按理说更好降温。
至于您说到的风扇灰已经在上一个月已经清理了，CPU降频出现在这5天以前都没有这样的情况。
现在无论怎么样CPU温度最高都稳定在70度左右上不去，无论你开多少软件主频很低只有1.1-1.5，但是以前是温度最高稳定在80度左右，无论你开多少软件那时的主频是正常的2.0-3.1之间。
我的是戴尔笔记本 灵越14 7437 处理器为英特尔I7 4510U
我已经试过在bios里关闭 speedstep 但是没用
我在bios里好像没发现Cool'n'Quiet这个选项
还有没有什么方法把CPU最高温度设为80的 现在真的卡的要死。
温度一直在67~71徘徊真的很卡，以前都在77~81徘徊的
感觉现在CPU被限制了最高温度。

1.固件是指驱动吗？ 驱动的话 我已经在dell官网和英特尔官网的自动驱动更新了最新的驱动。。。。。。。但是没用，电脑CPU最高的温度为70左右还是到不了以前的80度。
2.系统是最新win10正式版版14393.447，如果通过下一波微软补丁更新会不会恢复？ 或者说等下一轮的大版本更新算不算重装？ 难道一定非要重装吗，重装实在太麻烦。
关于散热问题，我认为我的笔记本的一体化铝合金，内置双风扇，散热应该算好的，而且还是冬天，所以我认为可以先排除散热造成的CPU降频！
我猜测有2点因素可能造成了CPU降频的问题
1.系统软件设置问题，如果是系统软件问题的话，那该怎么办能不能在不重装的情况下有没有什么软件可以将CPU的最高温度设置在80度左右，以前这台笔记本正常的CPU温度就是在80度左右徘徊。
2最近把笔记本里的32G三星msata的ssd换成了 128G三星msata的ssd 850evo 两块的ssd的电压 电流好像是不同的。

Please bear in mind that your Intel® Core™ i7-4510U Processor can support up to 100°C, the T-junction average temperature is among the different digital sensors located inside the processor DIE. This is the thermal specification used for lap top processors and 100°C or bellow that it is fine, if it goes above 100°C then you have a critical overheating problem.
You can run the http://www.intel.com/content/www/us/en/support/processors/000005567.html Intel® Processor Diagnostic Tool, if there is anything wrong with the processor this software will detect it.

这次CPU主频被强制限制在1.98GHz 当时鲁大师测试的CPU 温度最高为72℃ 无法上去
更倒霉的是有时开机运行完软件后，曾经CPU主频最高0.78GHz.
而原来i7 4510U的主频最高为2GHz 睿频为3.1GHz 。
从这里可以肯定我电脑的设置或者方面一定存在问题
我该怎么办？？

I can see a CPU usage of 100%, does this happens when running the Intel® Processor Diagnostic Tool or it happens at any moment? The frequency is ok, the issue is with the processor utilization.
There are a ton of different possibilities of why your CPU load is constantly at 100%. Is there a lot of bloat-ware on your computer? Bloat-ware are programs that are installed by the manufacturer that most people don't use and can slow down a PC or make the CPU work harder than it should. Most likely, having a bunch of different tasks running is probably the problem. The solution would be to uninstall unneeded software and then see where that takes you.

我想是你错误的理解了我的问题，我的问题不是CPU占用率100%。而是CPU主频被锁在1.98GHz，4510U的主频是在2.0GHz~3.1GHz.
在有些时候CPU被锁频在0.78GHz
平时CPU正常2.9~3.0GHz。 当运行大型游戏或者是运行臃肿软件时，CPU被强制锁频或被降频，而占用率也被强制降低一般只有50%而不是100%。

可系统制造商dell 的微信客服也不知道如何处理，一点办法也没有。所以我来求助英特尔官网，连微软社区我也咨询过，也没办法。有没有什么第三方软件可以把CPU最高温度设为80℃？

From our end if the Intel® Processor Diagnostic Tool passes the processor is fine, that temperature should be ok for your processor, for Intel® processors if the system is overheating too much the system will shut down or reboot to prevent damage to your system. This often occurs if your system CPU is over-clocked (sped up past the recommended speed limits). The BIOS usually reports if a thermal event has occurred.
