While playing Counter Strike Global Offensive I saw I was getting rapid FPS fluctuation. I have done a bout 2 weeks of research and have not found a solution. I have an Intel i5-6600 3.30GHz, A Nvidia GTX 960 graphics card, and a Republican of Gamers maxius 8 hero motherboard. I would appreciate any help and I hope it is not a hardware problem.
Also the FPS fluctuation happens on and off. Exp: I can come home one day and it is working fine, the next day it is acting up, It happens randomly.

It is interesting that the memory controller test failed, yet the overall test passed. I hope someone from Intel will explain if that means the controller itself has a problem or if the memory is causing a problem. What brand and model # of memory are you using? Do you have anything installed which would give more information regarding the memory, e.g. Speccy or CPU-Z?

I see five possibilities, in order of probability, with # 1 being the most likely:
1) For some reason the Corsair memory does not work well with your PC. Do you have another stick with which to test, even borrowing it from a friend? You only need one stick to test. One from Crucial/Micron, Hynix, Elpida (Micron recently bought it), or Samsung would be best.
2) One (or both) of the sticks is defective and causing a problem. Remove one stick and rerun IPDT. Then swap sticks and rerun. If they are both defective, you would need a known-good stick to complete the test.
3) The CPU socket was damaged when the CPU was installed. This is unlikely, but the only way to know for sure is to remove the CPU and inspect the socket with a flashlight and a magnifying glass, depending upon how good your eyes are.
4) The RAM sockets and/or associated circuitry on the motherboard are defective. This is unlikely. Debugging this would require another motherboard which supported the CPU and swapping all components to it. Ugly.
5) The memory controller on the CPU is defective. This is unlikely. Intel would need to assist in this case.
I assume you know about Windows memory tester, mdsched.exe, which you should run.
Also, are you using the recommended sockets on the motherboard? For Intel boards, the blue sockets should be used first.

I tried your step one, both sticks of ram failed. I also tried the Windows Memory Tester and nothing popped up after the test. I also don't have any one I could borrow a different stick of RAM from. Thanks for responding

That part number appears to be invalid. I went to Newegg and Corsair's websites and searched on it, with no results. Please verify the number.
Oh wait, I'll bet the number is actually CMK8GX4M2A2800C16 which is DDR4 2800. You have a mismatch between your RAM and the CPU, because the latter is only rated for "DDR4-1866/2133, DDR3L-1333/1600 @ 1.35V" according to Ark. http://ark.intel.com/products/88188/Intel-Core-i5-6600-Processor-6M-Cache-up-to-3_90-GHz http://ark.intel.com/products/88188/Intel-Core-i5-6600-Processor-6M-Cache-up-to-3_90-GHz
